California Fires, Disaster or Emergency?

 
You never know where a quote you quote will be quoted by someone else!

The California Progress Report links to one of my posts in an article concerning the definition of a federal disaster and a federal emergency.

Apparently the California fires are not considered a disaster, only an emergency. The California Progress Report article defines the differences. At stake is FEMA money.
